It's a 1982 Yamaha XZ550S, With a title. But hasn't been run in 15 years and is missing tons of stuff. I'm thinking of offering around $40 for it.

$40-$50 as a motorcycle, but probably a bit more for parts.
These were actually fairly decent bikes.

I'd say it is fair.
If you can get the motor to turn over, then it is probably worth more.
It is worth more parted out, but I wouldn't pay over $100 when there are plenty of other sub-$1000 running bikes that you can get.

Everybody is looking for a project but if you're gonna give me a rusted out piece of crap and use the most obvious lie of all "Ran when Parked" then you deserve to wine and dine me before you fuck me over! Oh well $40 bucks isn't too much but i won't exceed $30 after all you're gonna need gas to get there, the title is probably in space, and i have a feeling there's more to that junk than meets the eye. That's all true, and he's probably going to respond to me saying "$500, final offer."
I wouldn't pay more than $40, because I wouldn't be loosing much money.

It might turn over. Don't go in there completely pessimistic. If it isn't seized, then you can get it running. I know from experience.
I paid $100 for a 72 Cutlass that had been sitting for 20 years and got it running in less than 2 hours and then drove it home.
I started 3 '72 Cutlasses that had been in a junkyard since 79 in a day while looking for parts.
I paid $700 for an 84 Virago and got it running in an hour after it had been sitting for 8 years.
I paid $1200 for a Suzuki s40 that had been sitting since 2007 and got it running.
I paid $1500 for a Delta 88 that had been sitting behind a barbeque place for ages and drove it home.
I paid $1400 for a 74 Cutlass in Atlanta and drove it back to TN.
But then again, I might be the luckiest son-of-a-bitch in the world.

Haha, or a combination of things.
The trouble that I'm seeing is the amount of parts that are missing from the bike, and that kind of lessens the chances that the engine is in good condition.

The unfinished "cafe" look has me worried. People sell projects when they've fucked them up bad.
My friend got an unmodified 1971 Honda SL350 for $250. Needed an engine rebuild, but it is now his to customize.
It has a nice barn-find patina to it.

Yup, something probably isn't properly done on it. Finding cheap, good project bikes is hard.

They are out there. You just have to be peristent.
When you find one, do not hesistate to call. All the good ones are gone in just a few hours.
The unfinished project crap, on the other hand, usually stays up for days because no-one wants it.

I remember having a heap like that. I had a 83 Kawasaki KZ750 that I bought for $75 and sold for $300 without a title. He's probably looking for at least $200
